CPL was down eighteen percent. Form volume was up. Leadership had already asked whether paid search was “working again.”
Sales had a different slide. Half the leads never made it past the first SDR screen. Wrong company size, students, DIY researchers, people who wanted a free template. Nobody had connected those two rooms on purpose. Google was doing exactly what the conversion column asked it to do.
That is usually how B2B Search dies in a budget meeting. The channel gets blamed for a feedback loop marketing built.
This is for operators, founders, and in-house marketers who sell high-consideration offers and need Search to produce pipeline, not a spreadsheet of form fills.
Sales has to defend the primary conversion
A form submit proves someone clicked and typed. It does not prove sales can open an opportunity. When that soft event is the primary conversion, Smart Bidding hunts cheaper submits. From what I’ve seen, those submits skew toward the people sales already rejects.
If your CRM already shows a gap between “leads” and qualified conversations, the algorithm is not broken. Your training data is.
Start in a pipeline review, not in the Google Ads UI. Ask which outcomes sales will actually defend:
- A booked call that shows up
- A demo with clear ICP fit
- An opportunity with a named champion and a next step
Pick one primary conversion. Leave form submits and calendar clicks as secondary diagnostics. They are useful for funnel math. They should not share equal weight with opportunity creation unless your cycle is short and the form is already heavily qualified.
Write the definition down. When marketing and sales disagree on what counts, the account oscillates between “more leads” and “better leads” every quarter, and bidding never settles.
The landing page teaches Google who is valuable
Your destination is part of the training set. A bare work-email form on a generic homepage trains volume. A page that asks for company size, use case, or a budget signal, or that enriches before routing, trains fit.
Message match matters as much as fields. If the keyword promised a compliance bottleneck or a migration headache, the headline should continue that promise. Mismatch inflates bounce and leaves you optimizing against confused traffic.
Dedicated B2B landing pages and funnels keep intent intact from query to CTA. Do not force every theme onto a homepage built for browsing.
Offline feedback is the real bidding strategy

Keep primary conversions scarce. Flooding Google with scroll depth, video views, and “engaged visits” as primary goals teaches the wrong lesson faster than no offline import at all.

After you demote form fills, expect a transition. Fewer submits. Higher cost per lead. Clearer opportunity rate. Better sales sentiment, usually. Document the before and after definitions so nobody “fixes” CPL by quietly reintroducing soft goals.
Do not flip to aggressive Target CPA the week you change the definition. Give the account time to relearn on scarcer signals, then automate. Patience here is cheaper than a month of optimized junk.
Intent structure is budget insurance
Tight themes, disciplined negatives, and honest match types beat broad campaigns that “need more data.” In B2B, wasted clicks are expensive data.
Group ad groups by the job the searcher is trying to do: category plus problem, comparison, competitor, brand. Each theme needs a clear message and a clear success definition.
Review search terms weekly. Promote winners. Negate losers without waiting for a quarterly audit. If you cannot explain why a query earned spend in a pipeline review, it should not keep earning spend.
Broad match can work later, after conversion quality is trustworthy. Until then, structure is insurance.
What stops counting as success
Retire vanity as the weekly scoreboard:
- Raw lead volume without opportunity rate
- CPL alone when sales rejects the cohort
- CTR and Quality Score theater without pipeline context
Replace them with cost per qualified conversation, opportunity rate by theme, and pipeline influenced. Leadership can still see volume. Just not as the north star.
Common pushback: “We need volume for the funnel.” Volume of the wrong people does not fill a funnel. It clogs SDR calendars and teaches the algorithm to repeat the mistake. If leadership needs top-of-funnel activity, separate that motion from the pipeline conversion you optimize Search against.
“Sales will qualify them” is not a media strategy. Sales capacity is finite. Paying Google to create work for SDRs who then discard leads is expensive outsourcing of targeting. Qualification belongs upstream in ICP, offer, page fields, and conversion definitions.
“We’ll add offline conversions later” usually means never, while Smart Bidding is already learning. Ship the honest primary conversion first, even if volume is lower.
One messy observation I still do not have a clean rule for: some themes look ugly on CPL and still produce the conversations sales wants to keep. Other themes look efficient and quietly poison the week. Theme-level opportunity rate beats blended CPL every time I’ve watched this fight, and I still see teams reverse that call under pressure for a prettier dashboard.
Share one weekly snapshot with sales: opportunities from Search by theme, cost per opportunity, and two qualitative notes. If you cannot get sales on a short monthly review, you do not have a measurement partnership. You have a reporting hobby. Fix that before you scale spend.
One more habit that helps: when sales rejects a lead, capture the rejection reason in a field Google can eventually learn from through offline imports. Without that, you keep paying for the same soft pattern.
